ABOUT SCRIPTURE

The Bible is the inspired Word of God, a revelation from God to man, the infallible rule of faith and conduct. It is superior to conscience and reason, but not contrary to reason.
(2 Timothy 3:15–17; 1 Peter 1:23–25; Hebrews 4:12)
 

ABOUT MAN HIS SALVATION AND THE FALL

Man was created good and upright, for God said, “Let Us make man in Our image, after Our likeness.”
But man, by voluntary transgression, fell, and his only hope of redemption is in Jesus Christ, the Son of God, who lived, died, and rose again for our salvation.
(Genesis 1:26–31; Genesis 3:1–7; Romans 5:12–21; 1 Corinthians 15:3–4)
 

ABOUT THE SALVATION OF MAN               

(a) Salvation Through Jesus Christ
Man’s only hope of redemption is through the shed blood of Jesus Christ. On the cross, Jesus Christ became sin and bore our sickness, providing both salvation and healing for all mankind.
We believe salvation is found in Jesus Christ alone, and that we are saved by grace through faith in Him.

We believe in confessing Jesus Christ as Lord, believing in His resurrection, being baptized in the name of Jesus Christ, and praying in His name, for there is no other name given by which we must be saved.
(Psalm 103:3; Romans 3:24; Ephesians 2:8; Romans 10:8–10; Acts 2:38; Acts 4:12; John 14:13–14)

 

(b) The Evidence of Salvation
The inward evidence to the believer of salvation is the direct witness of the Spirit, and the indwelling presence of the Spirit of God. We believe that the Spirit of Christ lives within every true believer, and that without His Spirit, one does not belong to Him.
(Romans 8:9,16)

The outward evidence to all men is a life of righteousness and true holiness, demonstrated by faith in Jesus Christ and love for others.
(1 John 3:23; Galatians 5:22–23)

 

(c) Faith and Works
Salvation is by faith in Jesus Christ and not by human works; however, our works will determine our rewards in eternity.
(Romans 10:9–11; 2 Corinthians 5:10)

Bishop Joe Baker is the Senior Pastor of Refuge Nation Church in Hampton, Virginia, where he leads with a passion to see lives transformed through the power of Jesus Christ. Known for his real, practical, and Spirit-led teaching, Bishop Baker has a unique ability to connect with people from every background, making the Word of God clear, relatable, and life-changing.

 

Bishop Baker is deeply committed to reaching those who feel overlooked, unchurched, or unsure of where they belong, while also equipping individuals and families who are thriving and seeking to grow even stronger in their faith and purpose. Through Refuge Nation Church, he has cultivated a culture where people from all walks of life can encounter God, experience genuine love, and grow in their faith without judgment.

 

Refuge Nation is a growing ministry where lives are being changed, people are being saved, and families are being restored, strengthened, and empowered. Whether someone is searching for Christ, rebuilding their life, or looking to deepen their relationship with Him, Bishop Baker is committed to helping people take their next step spiritually and practically.

 

He is a strong advocate for family wellness, believing that healthy families are the foundation of strong communities, and that spiritual growth should strengthen the home as much as the individual. His heart for people extends beyond the pulpit, creating environments where healing, growth, and authentic community can take place.

 

With over three decades of leadership in both ministry and education, Bishop Baker has served in multiple capacities including youth pastor, associate pastor, graduation coach, and educator. For the past 11 years, he has worked directly in the school system, helping students overcome obstacles, stay on track, and successfully reach graduation.

 

His academic and professional experience has equipped him with the insight to develop people holistically, spiritually, academically, and personally, making him a trusted voice in both the church and the educational community. He also leads a campus ministry at Christopher Newport University, pouring into college students and guiding them in their faith, identity, and purpose.

 

He is a devoted husband to his wife, Kelly, and a proud father of two sons, carrying a strong belief that ministry starts at home and flows outward. Everything he does is rooted in his commitment to experience God, love people, and grow the Kingdom with integrity and purpose.

Lady Nikia Kelley-Baker affectionately known as “Lady B” leads by demonstration and example. She lives a life that exemplifies God and represents Christ. Her humility and peaceful demeanor are accompanied by her class and integral statute. As an a educator for 20 years, teaching and leading has been an attribute for quite some time. 

 

Lady Baker is intensely committed to praying for, leading, encouraging, and above all else, loving God’s people. Introducing Christ to people and witnessing Him change & transform their lives brings her immense joy. The posture of her heart is saturated in redemption, repentance, and newness of life. 

 

 Alongside the leaders of Women of Refuge, it is her mission to empower women to live a life that Christ adores and to identify & walk out their God given purpose. Outreach is the heart of the ministry as it brings WOR together to experience sisterhood in an effort to be a blessing to those in need. As a woman of faith, Lady Baker is passionate about women evolving & operating in the will of God.
